

Paracel completes major earthworks for the factory, paving the way to consolidate the national pulp industry.
Paracel reached a significant milestone in the industrial area: the completion of earthworks of 6,000,000 m³, approximately 500 FIFA-regulation soccer fields. This consolidates the company as the largest private enterprise in Paraguay, located in the north of the country, Concepción department.
The work was carried out in compliance with international health, occupational safety, and quality standards. The main contractors TOCSA, Ecomipa, Tecnoedil, Meta, Milicic, AFRY, and Bureau Veritas, as well as other suppliers, were fundamental to the success and development of this great project.
With an investment of over USD 1 billion, including preliminary works for the factory, the major expansion of the forestry base, and socio-environmental projects aimed at a positive impact. More than 17,000 people benefited from the implementation of 14 social programs in 46 communities in its area of influence.
This work generated a significant impact on the local economy, as Paracel created 1,800 jobs. This also leads to job expansion, considering that for each direct job, four indirect jobs are estimated, raising the figure to more than 7,200 jobs.
At the same time, the company also celebrates the completion of the C9 accommodation, which will have the capacity to host more than 2,000 people who will work on the construction of the Paracel factory. The facilities will provide comfort and safety to the workforce, according to national and international standards, highlighting the IFC Social and Environmental Performance Standard.
The work was carried out with complete responsibility and commitment to the well-being of people, meeting high safety standards. As a result, the company has a zero-accident rate in the industrial component, equivalent to 3,000,000 work hours.
The company continues to take key steps with complementary engineering studies projecting an increase of more than 50% in the capacity of the industrial plant in Concepción. To supply the main input to the factory, the expansion of the forestry area is advancing rapidly. Thus, Paracel achieved a planting record in 2024, with more than 25,800 ha planted, equivalent to 3,500 trees planted per hour. The same pace is being maintained in 2025.
