¿Qué es el Programa de Fomento Forestal?

El Programa de Fomento Forestal de Paracel nace con el objetivo de aumentar la disponibilidad de madera en Paraguay y ofrecer a los productores y las productoras locales una alternativa económica sostenible.

Este programa impulsa a productores de nuestra área de influencia a integrar la producción forestal en sus actividades, generando ingresos adicionales y contribuyendo a la sostenibilidad ambiental y social de la región.

Sistema de Plantación

Los productores pueden elegir entre dos sistemas de plantación:

Forestal Neto

Toda la superficie se dedica exclusivamente a plantaciones forestales.

Silvopastoril

Combina ganadería y forestación, promoviendo la diversificación de actividades y minimizando riesgos asociados a cambios climáticos o plagas.

Objetivos del Programa

El programa busca diversificar la economía local y fortalecer la sostenibilidad mediante la plantación de eucaliptos. Entre sus principales objetivos se encuentran:

Generar ingresos y nuevas oportunidades de negocio para productores locales.
Garantizar una fuente estable de materia prima para la futura planta de celulosa.
Fomentar prácticas sostenibles que regulen el clima y mejoren la calidad del aire y del suelo.

Procesos del Programa

El programa sigue un proceso estructurado para garantizar el éxito de las plantaciones:

Contacto Inicial:

Productores interesados o el equipo de Paracel establecen el primer contacto para discutir los requisitos y el área de plantación.

Visita Técnica:

Se realiza una evaluación de la propiedad y las condiciones del suelo.

Gabinete:

Análisis de áreas viables para plantación, considerando aspectos ambientales

Presentación de Documentos:

Los productores deben presentar los documentos necesarios, como el título de propiedad y licencias.
 

¿Qué necesito para participar?

Para unirse al programa, se requiere:
Título de propiedad y documentos del propietario.
Proyecto de plantación aprobado por INFONA.
Cumplimiento de normativas ambientales y sociales, incluyendo leyes locales y la certificación forestal.

Is there a specific line of credit for Fomento en Paracel?

Paracel does not have this service. However, there are forest credits produced by development agencies that are disbursed through commercial plaza banks.

What are the types of contracts that Paracel has for individuals or institutions interested in the Program?

There are two types of contract: The first is called Standing Wood, where Paracel is responsible for harvesting and transporting wood from the property of the person or institution participating in the Program to the industrial plant. And the Factory Setup modality, where the person or institution participating in the Program is responsible for harvesting and transporting the wood without bark, to the Paracel industrial plant.

Is there a minimum planting area?

Yes, the minimum planting area is 500 hectares concentrated on a single site.

What will be the price per m³ of wood?

MODALITY: STANDING WOOD Current price of wood is US$ 18 /m³, with bark, with annual correction based on American inflation.MODALITY: DELIVERED TO THE FACTORY/PARACEL Current price of wood of US$ 45 /m³, without bark, with annual correction based on American inflation.

When will people who participate in the Forest Development Program receive payment?

Once the pre-harvest inventory has been carried out in case of hiring Standing Wood or receiving the wood at the industrial plant. In the case of contracting Factory-Placed Wood, payment is made as agreed in the contract.

What will the assistance be like for those who participate in the Program, in relation to certification?

Interested individuals, organizations or institutions must adapt their business to the principles and criteria of forest management certification, which guarantee that forest management is ecologically appropriate, socially just and economically viable, in compliance with all applicable laws. Paracel will guide and follow up on this process.

What is the forest species that will be planted by the owners, owners, institutions or organizations interested in the Forest Development Program?

Clones of eucalyptus species previously designated by the Paracel technical team will be used.

What is the responsibility of each person, organization or company that participates in the Program?

— You must allow Paracel techniques and technicians to access the property.- Follow technical guidelines.- Perform periodic maintenance in your forest areas.- Control ants, invasive plants and fires, to ensure the expected quality and productivity.

What will the relationship be like between Paracel and the interested parties who participate in the Program?

The technical team will carry out regular visits from the time of implantation and during the growth of the plantations. In the same way, the owner and/or owner can contact the Paracel team with any questions, queries or advice they need.

Are the individuals, institutions or organizations that participate in the Program required to carry out plantations with contractors approved by Paracel?

No. Depending on the type of association, institution, owner and/or owner, it can carry out planting and even forest management with its own resources, provided that it complies with Paracel's technical, socio-environmental and legal requirements.

What are the processes of the Forest Development Program?

A. Initial contactIt can be given to each producer, producer, organization or institution interested in Paracel or vice versa, where the first guidelines are broadly established and the maps are requested in digital or physical format of the establishment and the area of interest to be allocated to the plantations. B. Technical visit The objective is to know the property and the area of interest to carry out a primary evaluation of soil suitability, road conditions and access. C. Negotiations.At this stage, the parties agree on the technical, commercial and legal conditions.F. Signing of the contractOnce the real area has been established of the project and after the negotiations, the contract for the plantations is signed.

How does the price guarantee mode work?

At Paracel, we guarantee the price per cubic meter, which will be adjusted at harvest time according to the consumer price index that reflects year-on-year inflation as published by the US Central Bank in its inflation reports.

What type of planting system can be implemented?

NET FORESTRY (PURE): the entire surface of the plot is occupied by forest plantations.SilvoPastoral: livestock and forestry integration. Diversification is a way to protect against damage caused by pests, climate change and falling prices. To guarantee income and be less vulnerable to unforeseen events, it is important to invest in growing a variety of products.

What are the objectives?

Income generation and diversification of activities for producers, institutions or interested organizations, making their economy more viable through the planting of eucalyptus trees. Complement forest production activity to their current sectors. Offer a new sector to your economy. Availability of raw materials for the future factory. Encourage the adoption of environmentally and socio-economic balanced production systems that consist of principles of sustainability. Growth of the local economy in direct and indirect radio to the country with growth of existing businesses and creation of new ones. Provide guidance for rural producers, producers, institutions or organizations to obtain forest certification. Stimulate climate regulation through planting, since trees absorb CO2 (carbon dioxide) and transform it into raw material for their growth.

What is the importance of the Paracel Program?

Forest Development focuses on income generation and the diversification of the activities of producers, producers, institutions or organizations, making their economy more viable through the planting of eucalyptus trees in the systems that best suit them, such as the Silvopastoral System and the Net Forest System, complementing the traditional activities of the region and at the same time guaranteeing the existence of raw materials for the industry.

What is the scope of action of the Forest Development Program?

The catchment area is 200 km from the factory, located in the Zapatero Cué district of Paso Horqueta, about 30 km from the city of Concepción. This area encompasses the departments of Concepción, San Pedro and Amambay.
